THIS PRELIMINARY EVALUATION LISTS CONTRACT OBJECTIVES, CONSTRAINTS ON EVALUATION, AN EVALUATION STRATEGY, A WORK SCHEDULE AND SOME PRELIMINARY RESULTS.
Abstract
THE THREE OBJECTIVES OF THIS EVALUATION WERE TO STUDY THE EFFECTIVENESS OF OPERATIONS, DETERMINE THE EFFECTIVENESS OF EACH PROJECT, AND TO STUDY THE EVALUATION COMPONENT OF EACH OF THE DRUG ABUSE EDUCATION AND PREVENTION PROJECTS AND RECOMMEND WAYS IN WHICH THAT COMPONENT MAY SERVE THE PROJECT MOST EFFECTIVELY. SUB-OBJECTIVES ARE ALSO INDICATED. DIFFICULTIES IN CONSTRUCTING CONTROL GROUPS, IN COMPARING PROJECTS, IN OBTAINING CONFIDENTIAL INFORMATION ON CLIENTS, AND IN OBTAINING STAFF SUPPORT ARE LISTED AS THE CONSTRAINTS ON EVALUATION. ISSUES IN THE EVALUATION PROCESS, SUCH AS WHAT EVALUATION CRITERIA SHOULD BE USED ARE DISCUSSED. EVALUATION MODULES INVOLVING USE OF QUESTIONNAIRES AND STATISTICAL ANALYSIS ARE OUTLINED, AND THE WORK SCHEDULE IS PRESENTED, INDICATING STARTING DATES AND APPROXIMATE COMPLETION TIMES. IN THE APPENDIXES, AN INTERVIEW GUIDE FOR INITIAL SITE VISITS AND PRELIMINARY DESCRIPTIONS OF THE FIVE CLUSTER PROJECTS ARE PRESENTED.
