AN EVALUATION, BASED ON A COMPARATIVE ASSESSMENT OF PRE-PROJECT AND PRESENT CONDITIONS, OF A PROJECT TO COLLECT AND DISSEMINATE INFORMATION TO STATES TO AID IN SEIZING CONTRABAND CIGARETTES AND ARRESTING OFFENDERS.
Abstract
THE CENTER REPRESENTS ILLINOIS, INDIANA, MICHIGAN, MINNESOTA, AND OHIO. THIS DOCUMENT PROVIDES A DESCRIPTION OF PROJECT GOALS, PRESENTS AN OVERVIEW ASSESSMENT OF CIGARETTE SMUGGLING AS A NATIONAL PROBLEM WITH CRIMINAL LAW ENFORCEMENT IMPLICATIONS, PRESENTS PROJECT IMPLEMENTATION AND ORGANIZATIONAL APPROACH, AND SUMMARIZES THE MAJOR ASSESSMENT FINDINGS AND PRESENTS AN OVERVIEW ASSESSMENT OF THIS PROJECT IN TERMS OF COSTS AND RESOURCES EXPENDED. IT WAS FOUND THAT THE INTERMEDIATE GOALS OF UPGRADING SPECIFIC CAPABILITIES ESTABLISHING AND STAFFING THE UNIT, AND IDENTIFYING AND REDUCING THE SALE OF UNTAXED CIGARETTES. HAVE BEEN ACCOMPLISHED. IT IS SAID, HOWEVER, THAT THERE IS NO INDICATION TO ANY SIGNIFICANT DEGREE THAT ITS MAJOR GOAL, THE OVERALL REDUCTION OF THE ORGANIZED SMUGGLING OF CIGARETTES, HAS BEEN ACHIEVED.
