BASED ON STUDY OF OFFENDER CHARACTERISTICS AND NEEDS, AND THE CURRENT STATUS OF DETENTION FACILITIES, THREE MODELS FOR EXPANDING AND IMPROVING CORRECTIONAL SERVICES ARE PRESENTED.
Abstract
THE JEFFERSON COUNTY DETENTION CAPABILITY IS COMPOSED OF TWO DIVISIONS OF THE COUNTY JAIL AND THE BIRMINGHAM CITY JAIL. THIS STUDY IS IN RESPONSE TO A RAPIDLY INCREASING JAIL POPULATION (INCLUDING SOME STATE OFFENDERS) AND CITIZEN-INITIATED INTEREST IN THE CIRCUMSTANCES OF THOSE DETAINED. IT FOCUSES ON OPTIONS FOR COMBINING THE ABOVE NAMED FACILITIES IN A MANNER WHICH WILL BE COST EFFECTIVE, WILL MEET THE CURRENT AND ANTICIPATED HOUSING REQUIREMENTS, AND WILL BE MORE CONDUCIVE TO THE FUNCTIONS OF PRE-TRIAL DETENTION, DETENTION, REHABILITATION, VOCATIONAL TRAINING, AND MORE SPECIALIZED OFFENDER TREATMENT. OF THE MODELS PROPOSED, THE ONE WHICH INTEGRATES ALL THREE JAIL FACILITIES IS RECOMMENDED. IN ADDITION TO DETAILING THE EMPIRICAL FINDINGS OF THIS STUDY, THE REPORT DESCRIBES SUCH RELATED ASPECTS AS THE DETENTION SYSTEMS OF BOTH CITY AND COUNTY, THE CIRCUIT COURT'S OPERATION, COMMUNITY SERVICE AGENCIES, THE JUVENILE JUSTICE SYSTEM, PRE-TRIAL INTERVENTION, AND POST-TRIAL CLIENT SERVICES.
