Abstract
TO SUPPORT THIS STATEMENT, THE AUTHOR REVIEWS LAW ENFORCEMENT RESEARCH PROJECTS FOR WHICH EVALUATIONS WERE CONDUCTED AND PRODUCED WHICH FAILED TO MAKE INFORMATION AVAILABLE TO AID IN DECISION MAKING - THE PURPOSE OF EVALUATION. A LIST OF REFERENCES IS INCLUDED. APPENDED ARE SUGGESTIONS FOR EVALUATION IMPLEMENTATION, INCLUDING A DISCUSSION OF FORMULATING GOALS AND OBJECTIVES AND CHOOSING MEASURES, CONDITIONS FOR RANDOMIZED EXPERIMENTS, AND THE APPROACH TO NON-RANDOM EXPERIMENTATION.
