This manual discusses methods of evaluating the efficiency and effectiveness of aviation assets within the law enforcement industry and provides agencies with options for reorganization and program modification.
Abstract
Although many agencies are being forced to terminate their aviation assets, programs can be justified if they are used to enhance investigative and patrol functions, serve in search and rescue or medical evacuation procedures, and transport prisoners in a cost-effective manner. A detailed program evaluation should cover these areas: budget, aircraft utilization, aircraft selection, management, and staffing. Aviation-related police budgets can be reduced by eliminating one aircraft from a fleet, trading in older aircraft for newer and more capable aircraft, or replacing reciprocating powered aircraft with turbine powered aircraft.
