SURVEY OF TECHNIQUES USED TO COMBAT RISING DELINQUENCY RATES IN THE MIDDLE EAST.
Abstract
ALL ARAB COUNTRIES HAVE ENACTED LEGISLATION PROHIBITING CRIMINAL AND QUASI-CRIMINAL CONDUCT BY MINORS AND PUNISHING ADULTS WHO ENCOURAGE OR ALLOW SUCH CONDUCT. ADMINISTRATIVE REGULATIONS PROHIBIT THE PRESENCE OF MINORS IN CERTAIN LOCATIONS AND THEIR ASSOCIATION WITH CORRUPT ADULTS. SOME GOVERNMENT-SPONSORED AGENCIES COOPERATE WITH MANY PRIVATELY-FUNDED GROUPS TO PROVIDE SOCIAL WELFARE SERVICES. THERE ARE GOVERNMENT SPONSORED REHABILITATION CENTERS IN ALL ARAB COUNTRIES BUT FEW COUNTRIES HAVE PROVISION FOR AFTERCARE FACILITIES. THE AUTHOR STATES THAT REALISTIC EVALUATION OF THESE VARIOUS MEASURES MUST AWAIT THE DEVELOPMENT OF ADEQUATE DATA COLLECTION AND INTERPRETATION FACILITIES IN THE ARAB COUNTRIES.
