AN EVALUATION OF THE TREATMENT AND PREVENTION OF DELINQUENCY, DEPENDENCY, AND NEGLECT IN LATIN AMERICA.
Abstract
PREVENTIVE AND TREATMENT EFFORTS, IN GENERAL, ARE CHARACTERIZED AS BEING UNSYSTEMATIC, PARTIAL, NARROWLY ORIENTED, TECHNICALLY DEFECTIVE, AND DEVOID OF ANY COMPREHENSIVE APPROACH. ADDITIONALLY, THEY TEND TO BE CONCENTRATED IN LARGE URBAN CITIES. THE EXTENT OF THE PROBLEM CONFRONTING NATIONS IS NEITHER ACCURATELY NOR COMPLETELY KNOWN. THE NEEDS WHICH ARE KNOWN CANNOT BE MET, GIVEN THE LACK OF RESOURCES AND PERSONNEL. TREATMENT TENDS TO TAKE THE TRADITIONAL FORM OF INSTITUTIONALIZATION, WITH SUCH MEASURES AS PROBATION AND FOSTER HOME PLACEMENT RARELY USED. THE NEED TO INTEGRATE FUTURE EFFORTS WITH NATIONAL ECONOMIC AND EDUCATIONAL PLANNING IS EMPHASIZED. AS SUCH, THE AUTHOR REVIEWS THE PLANNING PROCESS.
