ASSESSMENT OF THE IMPACT OF THIS PROGRAM WHICH RECOMMENDS QUALIFIED DEFENDANTS FOR RELEASE ON RECOGNIZANCE IN LIEU OF MONEY BAIL OR PRETRIAL DETENTION.
Abstract
THIS PROGRAM RECOMMENDS DETAINED ARRESTEES FOR RELEASE ON RECOGNIZANCE BASED ON DATA OBTAINED THROUGH A PERSONAL INTERVIEW AND TELEPHONE VERIFICATION PROCESS. ALL INFORMATION IS RATED ACCORDING TO A WEIGHTED POINT STRUCTURE, AND RECOMMENDATIONS ARE BASED ON A PERSON'S TIES TO THE COMMUNITY AND HIS OR HER PRIOR RECORD. THIS STUDY RECOMMENDED THAT THE PRE-TRIAL RELEASE PROJECT EXPAND IN SCOPE AND EVENTUALLY SERVE AS A FORMALLY RECOGNIZED BAIL AGENCY. IT WAS ALSO SUGGESTED THAT THE PROGRAM PLACE MORE EMPHASIS ON PRIOR CRIMINAL RECORDS AND PRIOR CRIMINAL RECORDS ISSUED AGAINST THE ARRESTEE, AND LESS EMPHASIS ON VERIFICATION OF INTERVIEW DATA. OTHER MINOR RECOMMENDATIONS INCLUDED IMPLEMENTATION OF A 'START-UP' CONTACT PROCEDURE, WHICH WOULD REQUIRE THE RELEASEE TO CONTACT THE PROGRAM, VIA TELEPHONE, WITHIN 24 HOURS OF RELEASE, AND THE INCREASED USE OF VOLUNTEER INTERVIEWERS ON HIGH-VOLUME DAYS.
