DESCRIPTIONS OF THE OBJECTIVES, ADMINISTRATION AND EFFECTIVENESS OF TWO PROGRAMS IN THE NEIGHBORHOOD ALTERNATIVE PROJECT (NAP), WHOSE GOAL IT IS TO PREVENT JUVENILE DELINQUENCY AND DIVERT JUVENILES FROM COURT.
Abstract
ONE PROGRAM, CALLED 'SUNSET ENERGY', PROVIDES CRISIS INTERVENTION AND JUVENILE COURT DIVERSION SERVICES THROUGH COUNSELING, PROBATION SUPERVISION, AND REFERRALS TO OTHER AGENCIES. ESTABLISHED IN A WHITE, MIDDLE CLASS NEIGHBORHOOD, SUNSET ENERGY HAS MET WITH GENERAL APPROVAL OF ITS SERVICES AND HAS YIELDED A LOW RECIDIVISM RATE. THE SECOND PROGRAM, THE NEIGHBORHOOD YOUTH ASSISTANCE CENTER (NYAC), OPERATES IN A POVERTY-STRICKEN BLACK COMMUNITY AND EMPHASIZES DELINQUENCY PREVENTION THROUGH ALTERNATIVE ACTIVITIES WHICH ARE IN LARGE PART SUGGESTED AND PLANNED BY THE YOUTH THEY SERVE. NYAC HAS ALSO HAD A MEASURABLE POSITIVE IMPACT ON ITS TARGET POPULATION. SPECIFIC CRITICISMS OF AND RECOMMENDATIONS FOR THE ADMINISTRATION OF THESE PROGRAMS ARE CONTAINED IN THIS REPORT. SAN FRANCISCO
