Abstract
THE SURVEY WAS CONDUCTED DURING FEBRUARY AND MARCH 1976, AND THE OPERATION IDENTIFICATION PROJECTS VISITED WERE IN ABILENE (TX), ALBUQUERQUE (NM), CINCINNATI (OH), COLUMBUS (OH), DENVER (CO), DETROIT (MI), INDIANAPOLIS (IN), KIRKLAND (WA), AND NEW YORK (NY). ALSO SURVEYED WERE PHOENIX (AZ), ST LOUIS (MO), ST LOUIS COUNTY (MO), ST PETERSBURG (FL), SAN JOSE (CA), SEATTLE (WA), WICHITA (KS), WYOMING (MI), AND UNIVERSITY CITY (MO). THE NARRATIVE REPORTS THE DATE OF VISIT AND PERSONS INTERVIEWED. THE PROJECT OBJECTIVES, MAJOR FACTORS IN PROJECT OUTCOMES AND PROJECT IMPACT, ASSUMPTIONS, AND POTENTIAL ARE DISCUSSED. VARIOUS FIELD SURVEY INSTRUMENTS EMPLOYED ARE INCLUDED.
