THE COMPLETE REPORT OF THIS PROGRAM EVALUATION IS DIVIDED INTO THREE PARTS: A TWO VOLUME DETAILED REPORT AND A SUMMARY REPORT. THIS VOLUME, WHICH DETAILS THE MAIN FINDINGS OF THE STUDY, BEGINS WITH A SECTION DESCRIBING THE BACKGROUND AND STRUCTURE OF THE STUDY. THE REMAINING SECTIONS CONTAIN THE MAIN STUDY PRODUCTS.
