THIS ARTICLE EXAMINES THE FACTORS THAT WEIGH ON THE EVALUATION OF POLICE MANAGEMENT.
Abstract
POLICE MANAGEMENT IS OFTEN JUDGED BY A YARDSTICK IT HAS HAD ONLY PARTIAL RESPONSIBILITY IN PUTTING TOGETHER. THE REDUCTION OF THE CRIME RATE IS ONE SUCH MEASUREMENT. IF CRIME IS UP, THIS ARGUMENT GOES, POLICE MANAGEMENT IS DOING POORLY, AND VICE VERSA. THE FLUCTUATIONS IN THE CRIME RATE, HOWEVER, HAVE LITTLE TO DO WITH POLICE EFFICIENCY. SUCH FACTORS AS THE COURTS, PROSECUTORS, AND SOCIAL FACTORS IMPINGE ON IT. RATHER THAN CRIME RATES, ACCORDING TO THE AUTHOR, FACTORS SUCH AS POLICE ORGANIZATIONAL STRUCTURE, FUNCTIONAL RESOURCE ALLOCATION, AND INTERNAL CONTROL SYSTEMS ARE BETTER MEASUREMENTS OF MANAGEMENT EVALUATION....BDS
