AN ASSESSMENT OF THIS PROGRAM WHICH IS DESIGNED TO REDUCE RECIDIVISM, REINTEGRATE OFFENDERS INTO SOCIETY AND ESTABLISH A BRIDGE BETWEEN PRISON AND COMMUNITY DRUG TREATMENT FOR PERSONS BEING RELEASED FROM PRISON.
Abstract
A DESCRIPTION OF PROJECT ACTIVITIES, INCLUDING STAFFING ACTIVITIES, THE DEVELOPMENT OF TREATMENT PLANS, AND CLIENT RECRUITMENT IS FIRST PROVIDED. A TOTAL OF 494 PRE-RELEASE INTERVIEWS WERE CONDUCTED DURING THE YEAR. THE POST-PRISON COUNSELORS PROVIDE CLIENT COUNSELING, TREATMENT AND SERVICE PLANNING, REFERRAL SERVICES, SUPPORT SERVICES, AND AID IN GAINING PRETRIAL RELEASE. EVALUATION ACTIVITIES CONSISTED OF SITE VISITS, INTERVIEWS WITH PROJECT STAFF AND CLIENTS, COLLECTION AND ANALYSIS OF MONTHLY PROJECT DATA, AND PROCESSING AND ANALYSIS OF CLIENT FOLLOW-UP OUTCOME DATA. OUTCOME MEASURES WERE CLIENT DRUG USE, RE-ARRESTS, EMPLOYMENT, RETENTION IN TREATMENT, AND COOPERATION WITH SUPERVISION. A TOTAL OF 73 CLIENTS WERE STUDIED. OF THESE, 53 PERCENT WERE DRUG FREE FOUR MONTHS AFTER RELEASE, 30 PERCENT HAD BEEN REARRESTED, 34 PERCENT WERE EMPLOYED AFTER RELEASE FROM PRISON, 80 PERCENT ACCEPTED TREATMENT IN DRUG PROGRAMS, AND 77 PERCENT WERE FOUND TO COOPERATE WITH POST-PRISON SUPERVISION. IT IS STATED THAT, TAKEN IN AGGREGATE, THESE RESULTS INDICATE THAT THE POST-PRISON PROGRAM HAS BEEN LARGELY SUCCESSFUL IN IMPLEMENTING AND MAINTAINING ITS IMMEDIATE GOALS OF PROVIDING INTENSIVE POST-RELEASE SUPERVISION, SUPPORT, AND REFERRAL SERVICES TO CRIMINAL RECIDIVISTS WITH SERIOUS DRUG ABUSE PROBLEMS. REARREST RATES OF PROGRAM CLIENTS WERE CONSIDERABLY LOWER THAN THOSE OF DRUG ABUSE CLIENTS UNDER GENERAL SUPERVISION, INDICATING SOME ACHIEVEMENT OF THE GOAL OF REDUCING RECIDIVISM.
