REGIONAL OFFICES WERE INTENDED TO FACILITATE REGIONAL PROGRAM DEVELOPMENT AND ADMINISTRATION, COORDINATE INTER-AGENCY ACTIVITY, AND DECENTRALIZE PAROLE OR HEARING CASE DECISION MAKING TO ACCOMMODATE INCREASED VOLUME.
Abstract
THE EVALUATION ATTEMPTED TO RE-EXAMINE PROJECT CONCEPTS AND GOALS, AND MEASURE OR ASSESS THE EXTENT TO WHICH THEY WERE, OR WERE NOT, BEING ACCOMPLISHED IN THE FOURTH YEAR OF CONTINUATION FUNDING OF THE LEAA SUBGRANT. SUB-OFFICE PERFORMANCE WAS COMPARED WITH DISTRICT OFFICE GENERAL CASELOADS WHICH LACKED SOME OF THE PRESUMED PROGRAMMATIC ADVANTAGES OF SUB-OFFICES. STATISTICAL MEASURES OF PROGRAM EFFECTIVENESS WERE COMPILED AND ANALYZED IN THE BOARD OF PROBATION AND PAROLE'S CENTRAL OFFICE USING THE AGENCY'S STATISTICAL REPORTING SYSTEM. EVALUATION RESULTS REVEALED THAT SUB-OFFICES, AND TO A LESSER EXTENT REGIONAL OFFICES, WERE DEMONSTRABLY MORE ACCESSIBLE TO BOTH AGENTS AND CLIENTS AS A BASE OF OPERATION, AND THAT THE MORE DECENTRALIZED OPERATION WAS COST EFFECTIVE. IT WAS, THEREFORE, RECOMMENDED THAT THE BOARD CONTINUE TO PLAN AND IMPLEMENT ITS DECENTRALIZATION POLICY TO OPTIMUM LEVELS OF ORGANIZATIONAL EFFICIENCY.
