FINAL REPORT ON A PROJECT TO IMPROVE ADMINISTRATIVE EFFICIENCY, PROVIDE FOR DECENTRALIZED DECISION MAKING AND SERVICE DELIVERY, AND IMPROVE CLIENT SUPERVISION IN PENNSYLVANIA BOARD OF PROBATION AND PAROLE PROGRAMS.
Abstract
THIS PROJECT WAS TAKEN IN RESPONSE TO HIGH RATES OF RECIDIVISM AMONG PROBATION AND PAROLE CLIENTS. IN ORDER TO ACHIEVE PROJECT GOALS, SIX REGIONAL OFFICES AND NINE SUB-OFFICES WERE CREATED WITHIN THE BOARD. THE EVALUATION METHODOLOGY INVOLVED COMPILATION AND ANALYSIS OF STATISTICAL MEASURES OF PROGRAM EFFECTIVENESS FOR THE REGIONAL AND SUB-OFFICES. THE RESULTS SHOW THAT ALTHOUGH THE SUB-OFFICES WERE NO MORE EFFECTIVE THAN THE REGIONAL OFFICES IN REDUCING RECIDIVISM, THE SUB-OFFICES OBTAINED COMPARABLE RESULTS AT A MUCH LOWER COST PER CLIENT.
