THIS EVALUATION REPORT DESCRIBES THE PHILOSOPHY, ORGANIZATION, COMPONENTS, SERVICES, CLIENT CHARACTERISTICS, PROJECT IMPACT AND RECOMMENDATIONS FOR IMPROVING THE NARCOTICS EDUCATION LEAGUE (NEL).
Abstract
THE PROGRAM OPERATES ON THE PHILOOSPHY THAT HEROIN ADDICTION IS PRIMARILY A BY-PRODUCT OF ADVERSE SOCIAL CONDITIONS. NEL PROVIDES A CHICANO CULTURAL MILIEU WITHIN ITS TREATMENT MODALITY THAT STRIVES TO ENABLE THE ADDICT TO COMPETE MORE EQUITABLY IN THE SOCIAL STRUCTURE. ORGANIZATIONAL PROBLEMS HAVE BEFALLEN THE PROJECT, RESULTING IN THE EN MASSE RESIGNATION OF THE BOARD OF DIRECTORS. THE EVALUATORS URGE NEL TO MAKE THE NECESSARY ADMINISTRATIVE CHANGES TO INSURE CONTINUED FUNDING. THE RESIDENTIAL TREATMENT PROGRAM CONSISTS OF SEVEN BASIC COMPONENTS: CLIENT CONTACT; INTERVIEW; A FOUR STAGE LIVE-IN PROGRAM CHARACTERIZED BY INCREASED CLIENT RESPONSIBILITIES, ADDITIONAL CLIENT PRIVILEGES, CONTINUED CLIENT MOTIVATION TO REMAIN DRUG FREE, AND THE DEVELOPMENT OF A POSITIVE, GOAL ORIENTED CHICANO VALUE SYSTEM; AND AFTERCARE. SERVICES PROVIDED INCLUDE: CRISIS INTERVENTION; GROUP, INDIVIDUAL AND FAMILY COUNSELING; AND, MEDICAL, EMPLOYMENT AND SOCIAL SERVICE INFORMATION AND REFERRAL. DEMOGRAPHIC INFORMATION FOR THE CLIENT GROUP IS PROVIDED. THE PROJECT WAS DEEMED TO HAVE MET ITS CONTRACTUAL OBJECTIVES OF: MAINTAINING 40 PERCENT OF ALL CLIENTS REFERRED BY COURTS AND LAW ENFORCEMENT AGENCIES FOR AT LEAST 45 DAYS; HAVING 20 PERCENT OF THOSE CLIENTS COMPLETING THE 90-DAY PROGRAM FREE FROM FURTHER CRIMINAL JUSTICE INVOLVEMENT FOR AT LEAST SIX MONTHS; AND, PLACING AT LEAST 20 PERCENT OF THE CLIENTS SERVED INTO TRAINING PROGRAMS OR SOME FORM OF EMPLOYMENT.
