EVALUATION OF A PROJECT INVOLVING INSTALLATION OF A NEW COMMUNICATION CENTER, PROGRAMMING OF A COMPUTER-ASSISTED DISPATCH SYSTEM, AND INSTALLATION OF MOBILE DIGITAL TERMINALS IN POLICE VEHICLES.
Abstract
THE EVALUATION ORIGINALLY WAS INTENDED TO STRESS THE IMPACT OF THE NEW SYSTEM ON THE RESPONSE TIME OF THE POLICE DEPARTMENT TO HIGH PRIORITY CALLS FOR SERVICE. THE DATA PROCESSING SUPPORT SYSTEM PROVIDED BY THE CITY AND COUNTY OF SAN FRANCISCO, WAS FOUND TO BE ADEQUATE TO PERMIT ACTIVATION OF THE SYSTEM FOR SUCH AN OPERATIONAL TEST. WHILE THE CAPABILITIES OF THIS SYSTEM ARE SAID TO BE SUBSTANTIAL, ASSITIONAL STEPS WILL BE REQUIRED TO FULLY IMPLEMENT THE SYSTEM AND TO THOROUGHLY EVALUATE THE SERVICE IT PROVIDES. THE EVALUATION FOCUSES ATTENTION ON THE GREAT DIFFICULTY OF MAKING ARRANGEMENTS FOR AN INTEGRATED CITY/COUNTY COMPUTER SYSTEM TO SUPPORT A POLICE DISPATCHING SYSTEM WHEN IT MUST COMPETE FOR LIMITED RESOURCES WITH AN EXPANDING NUMBER OF OTHER COMPUTER APPLICATIONS.
