AN ASSESSMENT OF THE NEEDS, OUTPUTS, IMPACT AND COURSE CONTENT OF THIS TRAINING COURSE DESIGNED TO PROVIDE THE RECRUIT WITH AN INCREASED UNDERSTANDING OF HUMAN BEHAVIOR, SOCIAL CHANGE, AND THE POLICE ROLE.
Abstract
THIS FINAL EVALUATION REPORT OF THE HUMAN RELATIONS TRAINING PROGRAM (HRTP) FOR POLICE IS THE RESULT OF ONE MONTH OF INTENSIVE REVIEW AND ANALYSIS OF THE PROGRAM. THE EVALUATION WAS CONDUCTED ON THE FOUR ELEMENTS THAT MAKE UP THE HUMAN RELATIONS TRAINING PROGRAM: 1) THE NEEDS AND OBJECTIVES OF THE HRTP, 2) THE INTERNAL OPERATIONS AND ACADEMIC STRUCTURE OF THE HRTP, 3) THE OUTPUTS OF THE HRTP AND 4) THE IMPACTS OF THE HRTP ON THE OPERATIONS OF THE PHILADELPHIA POLICE DEPARTMENT AND THEIR CLIENTS. THE EVALUATORS STATE THAT TEMPLE UNIVERSITY IS AN EXCELLENT SOURCE FOR THIS TRAINING SINCE THE RESOURCES FOR TRAINING ARE SUPERIOR. ADEQUATE OUTPUTS WERE FOUND, BASED ON THE NUMBER OF MEN TRAINED, HOURS OF COURSE CONTENT PROVIDED, AND SUBJECTS COVERED IN A TWO-WEEK COURSE. ANALYSIS OF THE COURSE REVEALED THE COURSE CONTENT, INSTRUCTORS USED, AND INSTRUCTIONAL TECHNIQUES USED WERE OF HIGH TRAINING QUALITY. IMPACT ANALYSIS, ALTHOUGH NOT EXTENSIVE, SHOWED THAT THE OFFICERS WHO HAVE RECEIVED HUMAN RELATIONS TRAINING HAVE HAD LESS CITIZEN COMPLAINTS AGAINST THEM.
