DISCUSSION OF THE THEORETICAL FOUNDATION AND HISTORICAL PRECEDENTS FOR THE USE OF VOCATIONAL TRAINING IN THE REHABILITATION OF OFFENDERS.
Abstract
THESE PROGRAMS ARE BUILT ON THE GENERAL HYPOTHESIS THAT THEY WILL HAVE A DIRECT EFFECT ON THE SUCCESS OF RELEASED INMATES AS MEASURED BY STABILITY OF EMPLOYMENT AND INCOME, SOCIAL INTEGRATION, REDUCED WELFARE DEPENDENCY, AND REDUCED RECIDIVISM. THIS REPORT INDIVIDUALLY EXAMINES THE THREE CONCEPTS OF CRIME, EMPLOYMENT, AND RECIDIVISM. ALSO CONSIDERED ARE THE BASIC PROCESSES WHICH LEAD A PERSON INTO DELINQUENT AND CRIMINAL BEHAVIOR, THE REHABILITATION OF THE CRIMINAL THROUGH PREPARATION FOR GAINFUL POST-PRISON EMPLOYMENT, AND THE SITUATIONAL FORCES IN THE OUTSIDE WORLD WHICH AFFECT AN OFFENDER'S CHANCES FOR SUCCESS UPON LEAVING PRISON.
