OBJECTIVES AND CURRICULUM OF THIS COMMUNITY-POLICE RELATIONS PROGRAM, THE EFFECTS OF THIS PROGRAM ON THE ATTITUDES OF LAW ENFORCEMENT OFFICERS, RESULTS OF THE TRAINING PROGRAM, AND A MODEL CURRICULUM ARE PRESENTED.
Abstract
OBJECTIVES OF THE PROGRAM WERE TO TEACH OFFICERS HOW TO ANALYZE COMMUNITIES AND IDENTIFY PRESENT AND EMERGING PROBLEMS OF LAW ENFORCEMENT, AND TO IMPART KNOWLEDGE AND DEVELOP ANALYTICAL SKILLS FOR EXAMINING RESPONSIBILITIES OF LAW ENFORCEMENT AGENCIES DURING A PERIOD OF RAPID SOCIAL CHANGE. OTHER OBJECTIVES WERE TO DEVELOP NEW APPROACHES TO COMMUNITY-POLICE RELATIONS, AND TO DEVELOP METHODS FOR IMPLEMENTING THOSE APPROACHES AND ADAPTING THEM TO THE NEEDS OF PARTICULAR POLICE DEPARTMENTS. THE PROGRAM INVOLVED TRAINEE-CENTERED LEARNING, INCLUDING DISCUSSIONS, FIELD EXPERIENCES, AND EXPERIENCE-BASED EXERCISES TO SUPPLEMENT CLASSROOM LECTURES. THREE DAY INTERNSHIPS IN VARIOUS AGENCIES FOR ALL OFFICERS WERE ALSO ARRANGED. CHANGES IN POLICE ATTITUDES WERE MEASURED BY PRE- AND POST-TESTS. SUBSTANTIAL POSITIVE ATTITUDE CHANGES WERE FOUND AFTER PROGRAM PARTICIPATION. A MODEL CURRICULUM IS PRESENTED. THE APPENDIXES INCLUDE A PROGRAM OVERVIEW, FORMATS FOR TEAM WORKSHOPS, AN EVALUATION OF INSTRUCTORS, TEST RESULTS, AND CHARACTERISTICS OF THE TRAINEES.
