Abstract
The Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, has created a new approach to leader development. The model, called "Every Officer a Leader," is based on the philosophy that every officer should be expected to be a leader, by virtue of what he does, and that leader development is a continuous, lifelong process. A Leader Development Project team at the FLETC is working on a three-phase plan to develop products and services to assist policing organizations in generating, sustaining and reinforcing their transformational leadership capability. Phase 1 will produce a leadership competency matrix, best-practice review, funding support and resources for project development and implementation; Phase 2 will include the first iteration of products and services, including courses of instruction, developmental guides and other training materials; and Phase 3 encompasses the ongoing creation, revision and implementation of products and services.
