THE LEGAL AND MORAL ISSUES OF POLICE USE OF HOLLOWPOINT BULLETS ARE DISCUSSED.
Abstract
ALTHOUGH THE HAGUE CONVENTIONS OF 1899 AND 1907 DID BAN THE USE OF EXPANDING BULLETS BETWEEN SIGNATORY PARTIES IN WARFARE, ITS APPLICABILITY TO INTERNAL LAW ENFORCEMENT IS NEGLIGIBLE, ESPECIALLY SINCE THE UNITED STATES DID NOT SIGN THE PACT. THE MORAL QUESTIONS ARE CENTERED AROUND THE USE OF DEADLY FORCE AND THE SUFFICIENCY OF THAT FORCE. SEE ALSO NCJ-28137.
