REPORT ON THE DESIGN AND IMPLEMENTATION OF A SYSTEM OF QUARTERLY REPORTS OF OFFENDER-BASED FELONY STATISTICS TO BE USED IN TRACKING DEFENDANTS FROM TIME OF INDICTMENT TO TIME OF FINAL DISPOSITION.
Abstract
THIS TRACKING SYSTEM WAS DEVELOPED TO DOCUMENT, MEASURE, AND EVALUATE THE IMPACT OF NEW YORK STATE'S 1973 DANGEROUS DRUG CONTROL LAW. IT COLLECTS AND ANALYZES STATISTICAL AND OTHER INFORMATION AND DATA ON THE NUMBER OF PERSONS INDICTED FOR THE COMMISSION OF A FELONY, THE FELONY FOR WHICH THE PERSON WAS INDICTED, THE COUNTY WITHIN WHICH THE INDICTMENT WAS FILED, THE DISPOSITION OF THE INDICTMENT, THE OFFENSE TO WHICH THE DEFENDANT PLEADED GUILTY, THE OFFENSE OF WHICH THE DEFENDANT WAS CONVICTED AFTER TRIAL, AND THE SENTENCE. FLOW DIAGRAMS COVERING SEPTEMBER 1 THROUGH DECEMBER 31, 1973 SHOW THE MOVEMENT OF DEFENDANTS THROUGH THE CRIMINAL JUSTICE SYSTEM FROM TIME OF INDICTMENT THROUGH FINAL DISPOSITION AND THE MEDIAN DAYS REQUIRED TO MOVE FROM INDICTMENT TO FINAL DISPOSITION. SEVERAL APPLICATIONS OF OBTS DATA (INCLUDING RESOURCE PLANNING AND ALLOCATION, POPULATION PROJECTIONS, COURT PLANNING, DATA GENERATION, AND CRIMINAL JUSTICE AGENCY ASSISTANCE) ARE ALSO DISCUSSED.
