This manual provides a step-by-step process on how to create and implement a Weed and Seed Program within communities who are vulnerable to violence.
Abstract
The Weed and Seed program strategy involves a multi-agency approach to law enforcement, crime prevention, and revitalization of crime-ridden neighborhoods. The goals are as follows: developing a community-based strategy to control and prevent violent crime involving drugs and gang violence; and coordinate existing and new government and private initiatives as well as criminal justice efforts and human services. Another important aspect of this program is the idea of community policing. These goals encourage coordination as well collaboration of State and Federal Law Enforcement as well as community participation. The Weed and Seed strategy involves a two-stage approach. It allows local law enforcement agencies to "weed" out criminals, while other agencies "seed" social services that provide long-term changes for better quality of life for area residents. Even though Weed and Seed strategies vary from State to State, there are still common trends visible at each site. For example all the programs include the following: a steering committee, designated locations, selected priorities and strategies to address unmet needs, identification of objectives and goals, and developed plan of action. The Weed and Seed program is unique because it allows communities to tailor the program to their own needs rather than including every aspect mentioned.
