This article discusses ways for law enforcement administrators to cooperate with private sector organizations to expand their resource base and meet the demand for more and better services.
Abstract
One response by law enforcement administrators faced with the dilemma of inadequate resources to expand community services, as described, is a mutually beneficial program developed by the Harris County Sheriffs Department (Texas) working with a private sector committee. Services included emergency disaster preparedness, freeway motorist assistance, ongoing training efforts, and a plan to improve the availability of county residents' medical histories using the 'Vial of Life' approach. Specifically, this joint effort resulted in construction of a mobile command center linking all Harris County law enforcement and other emergency services agencies by direct radio communication; providing three minivans to make emergency minor repair in vehicle breakdowns; and providing courses in driver education, family abuse prevention, and laws relating to the processing of family abuse cases.
