This chapter examines the expansion phase of the partnership’s service delivery system under the continuum of effective developmental community-based programs and services for at-risk youth in the development and offering of public services.
Abstract
While a local partnership in the delivery of effective community-based services for at-risk youth is demanding to operate, old services must evolve, new services must be developed, and the staff must be in a constant state of evolution. There is a stage of development where the partnership, as a community leader, continues its initial operational level, but improves and expands operations by delivering services to the neediest in the community. In this chapter, the components involved in the expansion stage of developing and offering public services and closing the gap between needs and services that exist in all communities are presented and discussed. Seven key components are identified in the expanding of a service delivery system and include: (1) stabilize the initial service delivery effort by ensuring performance orientation, client focus, and efficient/effective operational procedures; (2) secure permanent funding prior to expanding by reviewing solicitation processes and strengthening the funding development campaign; (3) establish a long-range planning or guidance body or board; (4) determine the service-to-needs gap through a needs assessment process; (5) detail a long-range expansion strategy; (6) involve key support (i.e. stakeholders) through a consensus and remake essential collaborations and partnerships; and (7) understand potential hazards in expanding and expand sequentially according to will and resources.
