COMMENTS AND SUGGESTIONS CONCERNING THE POLICE INCENTIVE PLAN EXPERIMENT OF THE CITY OF ORANGE, CALIFORNIA.
Abstract
THIS ARTICLE EXAMINES AN EXPERIMENT IN PRODUCTIVITY BARGAINING BETWEEN THE CITY OF ORANGE, CALIFORNIA, AND THE CITY OF ORANGE POLICE ASSOCIATION. THE PLAN, IN FORCE FROM 1973 THROUGH 1975, PROVIDED FOR POLICE SALARY INCREASES DEPENDENT ON REDUCTIONS OF REPORTED RAPE, ROBBERY, BURGLARY, AND AUTO THEFT OVER A PREDETERMINED PERIOD OF TIME. ALTHOUGH PARTICULAR CRIMES INCREASED DURING THE MEASURED PERIODS, OVERALL REDUCTION ALLOWED MAXIMUM SALARY INCREASES UNDER THE PLAN. THE DIFFICULTY OF MEASURING CRIME RATES AND POLICE EFFECTIVENESS IS DISCUSSED AND SUGGESTIONS FOR POSSIBLE IMPROVEMENT ARE PROVIDED. PERTINENT SECTIONS OF THE INCENTIVE PLAN ARE INCLUDED.
