Abstract
THE MULTILATERAL CONVENTION ON EXTRADITION BECAME OPERATIONAL BETWEEN MEMBER STATES OF THE COUNCIL OF EUROPE ON APRIL 18, 1960. IT CREATED AN OBLIGATION AMONG THE MEMBER STATES TO SURRENDER FUGITIVES FOR CERTAIN OFFENSES COMMITTED IN THE TERRITORY OF ANOTHER STATE. THERE IS A SUMMARY OF QUESTIONS WHICH WERE DISCUSSED BUT NOT DEALT WITH IN THE CONVENTION.
