THIS MONOGRAPH PRESENTS COST-BENEFIT ANALYSES OF THE CURRENT AND ALTERNATE JAIL ENVIRNOMENTAL SANITATION, GUARD SURVEILLANCE (INMATE SAFETY), AND INSERVICE GUARD TRAINING PROGRAMS.
Abstract
EACH PROGRAM WAS ASSESSED IN TERMS OF THE DEGREE TO WHICH IT WAS PERFORMING AND HOW MUCH IT OR ALTERNATES COULD CONTRIBUTE TO THE ACHIEVEMENT OF THE JAIL'S GOAL OF CUSTODY. SINCE THE PRESENT SYSTEM FOR CLEANING THE JAIL'S KITCHEN, LAUNDRY, AND TIERS WAS JUDGED INADEQUATE, A COMPARATIVE COST ANALYSIS OF ONE ALTERNATE PROGRAM WAS CONDUCTED. ADDITIONAL FEATURES SUCH AS PREVENTIVE MAINTENANCE, SYSTEMATIC METERING OF PRODUCTS, STAFF TRAINING AND MANAGEMENT CONSULTATION ARE EXPLORED AND INCLUDED IN THE ALTERNATIVE PROGRAM AT NO ADDED COST. A SUMMARY STATEMENT OF COSTS IS PROVIDED. THREE ALTERNATIVES TO THE CURRENT GUARD SURVEILLANCE PROGRAM ARE CONSIDERED BASED ON THEIR COSTS AND ABILITY TO PROVIDE MIDDLE MANAGEMENT AND ROUND-THE-CLOCK SURVEILLANCE. THE BENEFITS OF EACH IN SITUATIONS EMPHASIZING DIFFERENT PRIORITIES ARE PRESENTED. THE ANALYSIS OF INSERVICE GUARD TRAINING INVOLVED AN ADMINISTRATIVE AUDIT OF THE CONTRIBUTION OF THE CURRENT CORRECTIONAL OFFICER TRAINING PROGRAM TO THE JAIL'S MISSION OF CUSTODY. IT WAS FOUND THAT THE LACK OF A BUDGETARY ALLOTMENT FOR TRAINING TIME FOR ALL CUSTODIAL OFFICERS, COMBINED WITH A SHORTAGE OF CORRECTIONAL OFFICER STAFF AND THE ABSENCE OF ADEQUATE TRAINING SPACE, HAD RESULTED IN TRAINING OFFICERS BEING UNABLE TO TRAIN. IT IS SUGGESTED THAT ADMINISTRATORS APPROACH GOVERNMENTAL OFFICIALS FOR BUDGETARY INCREASES TO REMEDY THESE CONDITIONS.
