This paper discusses a number of evaluative criteria, other than recidivism rates, which emerge from a structural analysis of juvenile diversion programs.
Abstract
These criteria deal directly with the connections between the police, as one component of the juvenile justice system, and the system, community, and political actors with whom the police must interact. The six issues discussed here relate to the enormous growth in diversion programming, alternative rationales for diversion, alternative encapsulation, expansion of the service system, police control, and police commitment to diversion. The authors suggest that the multiple objectives and values of the various groups involved be identified in order to allow evaluators to assess which of the set goals have been met. 3 notes and 23 references
