This paper reports on the findings of a survey of selected States to determine what they have done in establishing highly structured, innovative, extended-time, school-based programs that support the State's standards-based reform goals.
Abstract
The selected States were California, Illinois, Kentucky, Massachusetts, Minnesota, and Texas. The structure of the survey of these six States facilitated the development of a set of common subheadings under each initiative profile presented in this report. Each State profile is an edited version of State officials' actual responses, along with information from official program documents and materials. Each profile begins with background and historical data, followed by descriptions of how the initiative works, its administrative structure, how it is funded, the role of collaboration, monitoring and measuring success, successful strategies, and lessons learned, along with barriers to success. The California program is entitled the After-School Learning and Safe Neighborhood Partnership Program. It targets elementary, middle, and junior high school campuses with four primary program components: academic, enrichment, staff development, and collaboration. The Illinois program is entitled The Summer Bridges Pilot Program, and provides students at risk of academic failure an opportunity to improve their reading skills through extended-learning experiences. Although it has a summer emphasis, the program is a year-long extended-learning effort. The Kentucky program is entitled Extended School Services. It provides additional instructional time to students who need more time to meet the academic goals for their grade level in school. Massachusetts' Academic Support Service Program is intended to develop or enhance academic support services for students who have performed poorly on State academic performance measures. Minnesota's After-School Enrichment Program is designed to increase the involvement of at-risk youth in before-school, after-school, and summer programming through partnerships that use and build on existing community resources. Texas' Optional Extended Year Program provides students with additional instructional time for mastering the State's content standards and student performance standards.
