This article describes the implementation of the External Diploma Program (EDP), designed as an alternative secondary credentialing program for adults in correctional institutions in New York.
Abstract
First it describes the program, its process, diagnostic phase, and final assessment. Then it discusses the implementation of the EDP in the Auburn Correctional Facility, a maximum security facility, and in the Downstate Correctional Facility, a separation facility. Major adaptations involved the demonstration of competencies and certification components. Alternative ways of completing the program tasks were devised where normal certification awards did not require approval of the local school board for implementation in the correctional system. Other key components of the EDP, such as quality control of the assessment process, access to instructional materials for remediation, and provision of multiple opportunities for demonstration of competencies, were implemented within the structure of the institution. The design of the program seems appropriate for meeting the need of adults who are incarcerated and who want to pursue their education. 1 figure and 4 references (Author abstract modified)
