DESCRIPTION OF THE USE OF COMPUTERS BY THE POLICE IN WEST GERMANY, AND PARTICULARLY OF THE PLANS FOR THE FUNCTIONING OF THE POLICE COMPUTER IN BONN.
Abstract
THE FIRST ELECTRONIC TRAFFIC-CONTROL COMPUTER IN EUROPE WENT INTO OPERATION IN THE WILMERSDORF DISTRICT OF WEST BERLIN IN APRIL 1965. RESULTS HAVE BEEN GOOD. THE USE OF COMPUTER DATA PROCESSING IN THE POLICE INFORMATION SYSTEM IS OF PRIMARY INTEREST AND IMPORTANCE. TESTING OF THE BONN POLICE COMPUTER AND TRAINING OF PERSONNEL BEGAN IN APRIL 1975. INCLUDED AMONG THE TASKS TO BE ASSIGNED TO THE COMPUTER ARE PROCESSING ROBBERY AND BURGLARY REPORTS AND SELECTING AND DISPATCHING POLICE IN RESPONSE TO THEM, AS WELL AS CONTROLLING AND MONITORING ALL THE RADIO TRAFFIC OF THE BONN POLICE HEADQUARTERS. FOR THE BENEFIT OF THE POLICE, THE COMPUTER IS TO MAINTAIN INFORMATION FILES ON STREETS AND STREET ADDRESSES, PUBLIC AND COMMERCIAL BUILDINGS, FUNCTIONAL LOCATIONS SUCH AS MONUMENTS, PARKS, CEMETERIES, BENCHMARKS, ETC., AND POLICE VEHICLES, AMONG OTHER THINGS. A SPECIAL DEVICE HAS BEEN INSTALLED IN POLICE CARE WHICH HANDLES THE ROUTINE POLICE RADIO SIGNALS THAT ARE MOST FREQUENTLY EMPLOYED, THUS SIMPLIFYING RADIO TRAFFIC. THESE SIGNALS ARE HANDLED THROUGH THE POLICE COMPUTER. --IN GERMAN
