AN OVERVIEW AND EVALUATION OF THE STRUCTURE, ENVIRONMENT, COSTS, ROOMS, MAINTENANCE, SPACE ARRANGEMENTS, AND FURNISHINGS OF THE DISTRICT COURT OF EASTERN ESSEX.
Abstract
THIS FACILITIES STUDY IS PART OF A LARGER STUDY OF THE MASSACHUSETTS COURTS CONDUCTED BY THE NATIONAL CENTER FOR STATE COURTS. DESCRIPTIONS OF THE ARCHITECTURE, COMMUNITY SERVED, NEIGHBORHOOD, AVAILABILITY OF TRANSPORTATION, COURTHOUSE FUNCTIONS, AND STRUCTURAL ELEMENTS SUCH AS PLUMBING, HEATING, THE ELECTRICAL SYSTEM, AND STORAGE ARE PROVIDED. THE LIGHTING, ACOUSTICS, CONDITION OF FLOORS, CONDITION OF CEILINGS AND WALLS, AND ROOM DECOR ARE CONSIDERED AS WELL. SEVERAL BUILDING DEFICIENCIES WERE NOTED, INCLUDING A FAILURE TO PROVIDE FOR INCREASES IN THE SPACE REQUIREMENTS OF THE COURT, A FAILURE TO PROVIDE A JURY DELIBERATION ROOM, INADEQUATE PARKING, AND INADEQUATE WIRING. THE APPENDIXES INCLUDE A DESCRIPTION OF THE NATIONAL CENTER'S ACTIVITIES IN THE MASSACHUSETTS COURTS AND AN ANNOTATED BIBLIOGRAPHY ON ACOUSTICS, COLOR, LIGHTING, AND COURT ARCHITECTURE.
