WITH SMALL, WELL-ORGANIZED TERRORIST GROUPS ACQUIRING GREATER CAPABILITIES, MODERN SOCIETIES MUST DEVELOP A COORDINATED PLAN WHICH INCLUDES INTELLIGENCE GATHERING, SECURITY FOR TARGETS, AND CRISIS MANAGEMENT.
Abstract
TO PROTECT THEMSELVES FROM INTERNATIONAL TERRORISM, MODERN SOCIETIES SHOULD DEVELOP ADEQUATE CRISIS MANAGEMENT CAPABILITY, IMPROVE SECURITY FOR POTENTIAL TARGETS OF TERRORIST ATTACK, AND WHERE NECESSARY, GATHER INTELLIGENCE PERTAINING TO TERRORIST GROUPS. COOPERATION BETWEEN UNITS OF GOVERNMENT ON THE FEDERAL, STATE, LOCAL AND INTERNATIONAL LEVEL IN THIS EFFORT IS ESSENTIAL. PLANNING, AS OPPOSED TO SPASMODIC OVERREACTION, IS CRITICAL TO MINIMIZING DAMAGE AND PREVENTING PANIC TERRORISTS WISH TO CREATE. CONTINGENCY PLANS FOR MANAGING AN ARRAY OF POTENTIAL CRISIS SITUATIONS SHOULD BE FORMULATED. THE AVAILABILITY OF ADVANCED WEAPONRY, AS WELL AS OF CHEMICAL AND BIOLOGICAL AGENTS TO TERRORISTS, SHOULD BE RECOGNIZED AND MEASURES SHOULD BE DEVELOPED TO CONTAIN THEIR USE. CAPABILITY TO ADEQUATELY ASSESS AND RESPOND TO TERRORIST THREATS THREATS SHOULD ALSO BE DEVELOPED. OBVIOUS POTENTIAL TARGETS OF TERRORIST ATTACK ARE THE TRANSPORTATION, FOOD, WATER, POWER AND TELECOMMUNICATIONS SYSTEMS OF MODERN SOCIETIES. WHERE POSSIBLE, EFFORTS SHOULD BE MADE TO PROVIDE BETTER SECURITY FOR THESE SERVICES.
