The City of New York Department of Juvenile Justice's Family Ties program, based on the family preservation services model, was designed to avert juvenile placements and reduce recidivism. This study evaluates how families perceive the services and measures the program's success and economic impact.
Abstract
Among the primary findings of the study were that: Family Ties averts from placement 65 percent of the juvenile cases referred to the program by the Family Court, which is within the normative range for similar programs; eight out of ten juveniles who participate in the program remain crime-free and out of placement 12 months later; the program is highly cost-beneficial; the youths and parents who enter the program like the home-based services, although they feel that it should be longer for some youngsters. The study provides some specific recommendations that would enhance the program's operation and effects. The document includes statistical notes, endnotes, and two appendixes.
