This paper reports on a study evaluating the effectiveness of the Bay City, MI, Fast Track Program in curbing and retracking non-violent juvenile delinquents.
Abstract
The Fast Track program was designed to provide immediate sanctions for status offenders and nonviolent juveniles who committed minor delinquent acts. Successful completion of the program expunges the charge that put a youth into the program in the first place, in essence giving the juvenile a second chance. The evaluation project was conducted by two Bay City Police officials and three professors from Saginaw Valley State University. The study attempted to: (1) demonstrate whether the Fast Track Program is a proactive program and if it is better than the traditional juvenile crime response system; (2) aid in the Bay City Police Department's managerial and budget allocations by producing data that will validate existing programs or suggest future projects; (3) add to research and data on non-violent juvenile crime programs in a regional or demographic area; and (4) create a working partnership of Saginaw Valley State University and the Bay City Police Department.
