Abstract
This issue contains three primary articles: 1) A Model for Success in the Drug War which examines how law enforcement agencies can succeed in the drug battle despite the formidable enemies they face; 2) Systematic Pattern Responses Strategy which discusses the necessity for organizations to employ systematic crime-reduction efforts to become more efficient and effective; and 3) The "Public Safety" Exception to Miranda which explains one exception to the Miranda rule which permits officers to conduct a limited and focused warned interrogation and allows the statement to serve as direct evidence. Other departmental articles include: how writing policy and procedure manuals require reviewing and revising existing policy, as well as creating some policies from scratch; an essay on the need in inspirational leadership to suspend the ego; a notable speech about the FBI's partnership with law enforcement in the war on terror; information about an unusual weapon, the cartridge knife; and a bulletin on the Odessa Peace Officers Memorial in Odessa, TX.
