Abstract
GROWTH OF FEDERAL LAW LED TO CREATION OF THE FBI IN 1908. THE PROBLEMS OF SETTING STANDARDS AND LIMITATIONS FOR SUCH A FEDERAL BODY WITHIN A FREE SOCIETY ARE COVERED. THE OPERATION OF THE MODERN FBI EXPLORES THE MEANS BY WHICH THE BUREAU'S ACTIVITIES ARE KEPT WITHIN LIMITS AND THOSE MEANS THAT MAKE IT A HIGHLY EFFECTIVE INSTRUMENT FOR THE INVESTIGATION OF 'CRIME AGAINST THE U.S.'. THE AUTHORS DEAL WITH THE QUESTION OF THE PUBLIC'S EVALUATION OF THE FBI, AND GIVE EXAMPLES OF LAW ENFORCEMENT PROBLEMS THAT RELATE TO THE GUARANTEEING OF CIVIL RIGHTS AND THOSE THAT STEM FROM THE OPERATIONS OF ORGANIZED CRIME.
