THIS ARTICLE DESCRIBES CURRENT FBI ATTEMPTS TO REDUCE THE POTENTIAL FOR THE ABUSE OF POWER, TO BUILD MORALE WITHIN THE BUREAU, AND TO ASSIGN NEW INVESTIGATIVE PRIORITIES INCLUDING WHITE-COLLAR CRIME AND CORRUPTION.
Abstract
CHANGES SINCE THE DEATH OF J. EDGAR HOOVER IN 1972 INCLUDE THE SLOW RELAXATION OF HARSH REGULATIONS LEVIED ON THE BUREAU'S SPECIAL AGENTS AND THE INCREASE IN THE NUMBER OF FEMALE AGENTS (ABOUT 140 OF THE 8,000 AGENTS). THE ARTICLE DESCRIBES CURRENT BUREAU INVESTIGATIONS OF CORRUPTION IN A LONGSHOREMAN'S UNION, BANK FRAUD AND EMBEZZLEMENT, COPYRIGHT VIOLATION, AND THE CONVICTION OF A PENNSYLVANIA STATE SENATOR UNDER THE RACKETEER INFLUENCED CORRUPT ORGANIZATIONS (RICO) ACT. SUCCESSFUL FOREIGN COUNTERINTELLIGENCE PROSECUTIONS ARE DESCRIBED INCLUDING THE 1979 CONVICTION OF TWO SOVIET EMPLOYEES OF THE UNITED STATES SECRETARIAT IN NEW YORK CITY. THE BUREAU'S REDUCED ROLE IN BANK ROBBERY APPREHENSION AND INCREASED ROLE IN SOLVING COMPUTER-BASED CRIMES IS DISCUSSED, AND THE SUCCESSFUL PROSECUTION OF A LARGE-SCALE ARSON RING IS DESCRIBED. THE ROLE OF CONGRESSIONAL OVERSIGHT IN BUREAU COMPLIANCE IS ALSO DESCRIBED AS ARE THE EFFECTS OF THE FREEDOM OF INFORMATION ACT ON INVESTIGATORY ACTIVITY, AND THE NEW REQUIRED BUDGET ACCOUNTABILITY FROM THE BUREAU.
