Abstract
THE PROBATION SUBSIDY PROGRAM CAUSED MAJOR CHANGES IN THE OPERATION OF THE CORRECTIONAL SYSTEM BUT THAT VERY LITTLE WAS KNOWN ABOUT THE NATURE OF THOSE CHANGES. IT WOULD PROBABLY NOT BE POSSIBLE TO RECONSTRUCT WHAT HAD HAPPENED IN THE PREVIOUS THREE YEARS BECAUSE OF THE MANY INDIRECT INFLUENCES WHICH THE PROGRAM HAD ON THE SYSTEM AND THE SUBTLE IMPACT OF OTHER ISSUES - PRIMARILY FINANCIAL - ON THE PROGRAM ITSELF.
