THIS STUDY, CONDUCTED BY THE NEW YORK CITY POLICE DEPARTMENT BOMB SECTION INVOLVED ASSESSMENT OF THE ADVANTAGES OF USING DOGS FOR THIS PURPOSE AND DEVELOPMENT OF SEARCH TECHNIQUES AND PROCEDURES.
Abstract
THIS REPORT DESCRIBES THE STUDY AND WHAT WAS ACCOMPLISHED BY USING THESE DOGS AS AN ADJUNCT TO THE PROCEDURES EMPLOYED BY THE CITY POLICE DEPARTMENT BOMB SECTION. COVERED ARE THE INITIAL TRAINING AND EVALUATION, TESTING AT AIRPORT FACILITIES, DISCRIMINATION TESTING BY THE ISRAELI GOVERNMENT TO DETERMINE IF THE DOGS COULD DETECT THE ANALYTICAL BASES FOR MILITARY EXPLOSIVES, FIELD USE WITH A LIVE BOMB, AND THE USE OF DOGS AT NATIONAL POLITICAL CONVENTIONS. RESEARCHERS CONCLUDED THAT IT IS FEASIBLE TO EMPLOY DOGS TO SEARCH FOR CLANDESTINE BOMBS, SINCE DOGS PROVED CAPABLE OF DETECTING THE ODOR OF A VARIETY OF EXPLOSIVES WITH A HIGH DEGREE OF RELIABILITY AND SINCE THE EXPENSE OF SELECTION AND TRAINING WAS MINIMAL. SPECIFIC RECOMMENDATIONS ARE MADE CONCERNING THE SELECTION AND USE OF DOGS AND THE REQUIRED HOUSING AND TRAINING FACILITIES.
