Although this report focuses primarily on law enforcement efforts to reduce the supply of drugs in the United States, the National Drug Enforcement Policy Board recognizes the importance of efforts to reduce the demand for drugs.
Abstract
Because the drug problem is complex, the combined Federal effort to investigate and prosecute drug trafficking individuals and organizations involves many Federal agencies including the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation, the International Revenue Service, the U.S. Marshals Service, the Coast Guard, the Department of Defense, the Department of Justice, and the U.S. Attorneys Office. The report discusses Federal efforts related to investigation and prosecution, interdiction, international drug control, domestic cannabis eradication, licit drug control, intelligence programs, legislative initiatives, drug abuse prevention and education, and training. A major section of the report describes the Organized Crime Drug Enforcement Task Force Program as a major element in the U.S. national drug law enforcement strategy. Appendixes provide additional information on the Geographical Drug Enforcement Program for measuring DEA enforcement activities and on procedures for controlling drugs under the Controlled Substances Act. 39 tables and 18 figures
