ELEMENTS TO CONSIDER BY SMALLER POLICE DEPARTMENTS IN SUCCESSFULLY APPLYING FOR FEDERAL FUNDING TO CONDUCT DEPARTMENTAL PROJECTS ARE NOTED, BASED ON THE EXPERIENCE OF DADE COUNTY, FLA.
Abstract
THE MUNICIPAL BUDGET ALLOCATION FOR THE MIAMI SHORES POLICE DEPARTMENT IN 1976-1977 WAS $693,013, EXCLUSIVE OF FEDERAL FUNDING. THERE WAS LITTLE PRECEDENT TO FOLLOW WHEN THE DECISION WAS MADE TO PURSUE FEDERAL FUNDING. A PROJECT WAS INITIATED TO DEVELOP AN ELECTRONIC DATA PROCESSING SYSTEM FOR DEALING WITH SUCH PROBLEMS AS FELON REGISTRATIONS, GUN REGISTRATIONS, WARRANT INFORMATION, AND OTHER DATA REQUIREMENTS. USING THE 90/5/5 PERCENT FORMAT FOR INITIAL YEAR ACTION GRANTS PRESCRIBED BY THE LEAA, MUNICIPALITIES PARTICIPATING IN THE PROJECT HAD TO PROVIDE MATCHING FUNDS IN THE AMOUNT OF $127. STATE MATCHING FUNDS TOTALED ANOTHER $127, AND LEAA FUNDING AMOUNTED TO $2,301. THE FOLLOWING SUBSYSTEMS WERE SPECIFIED AS MEASURABLE OBJECTIVES OF THE PROJECT, AND ALL ARE OPERATIONAL: BENCH WARRANTS, WANTED MESSAGES, FUGITIVE WARRANTS, STATE ATTORNEY'S OFFICE CAPIAS AND ALIAS CAPIAS, MAGISTRATE AND CRIMINAL COURT CAPIAS AND ALIAS CAPIAS, JAIL BOOKING INFORMATION, COURT DISPOSITIONS ON CRIMINAL AND MAGISTRATE CASES, AND VEHICLE REGISTRATION AND WANTED INFORMATION. KNOWLEDGE OF THE FEDERAL AGENCY INVOLVED IN FUNDING AND ACTIVE PARTICIPATION IN THE CRIMINAL JUSTICE BY THE COMMUNITY ARE ESSENTIAL ELEMENTS IN SUCCESSFUL APPLICATIONS FOR FEDERAL FUNDING, AS DEMONSTRATED BY THE MIAMI SHORES POLICE DEPARTMENT PROJECT.
