MORE JUDGESHIPS STAFFED BY HIGH QUALITY PERSONNEL TO REDUCE THE BACKLOG, MORE RESEARCH, LONG-RANGE PLANNING, AND EXPERIMENTATION ARE RECOMMENDED TO CLARIFY GOALS AND PROVIDE KNOWLEDGE ESSENTIAL FOR JUDICIAL MODERNIZATION.
Abstract
THE ROLE OF THE CHIEF JUSTICE IN FEDERAL JUDICIAL ADMINISTRATION IS REVIEWED, AS WELL AS ORGANIZATIONAL AND PROCEDURAL IMPROVEMENTS IN COURT MANAGEMENT AT ALL THREE TIERS OF THE FEDERAL COURT SYSTEM. THE FEDERAL JUDICIAL CENTER AND THE METROPOLITAN CONFERENCE OF CHIEF JUDGES ARE LAUDED FOR THEIR RESEARCH AND EDUCATIONAL PROGRAMS. THE MONITORING RESOURCES PROVIDED BY THE DATA COLLECTION AND ANALYSIS SYSTEM MAINTAINED BY THE ADMINISTRATIVE OFFICE OF THE U.S. COURTS ARE DISCUSSED. A VARIETY OF PROCEDURAL INNOVATIONS ARE MENTIONED.
