This is a summary of Federal legislative action for 1994 that affects, or could have affected, the local prosecutor.
Abstract
The summary includes brief descriptions of legislation that, among other actions: (1) reauthorized the Elementary and Secondary School Act, adding provision mandating that students who bring guns to school be suspended for one year; (2) mandated criminal records checks for school bus drivers; (3) required convicted felons to forfeit workers compensation benefits; (4) made it a felony for anyone knowingly infected with the HIV virus to donate blood, tissues, organs or other bodily fluids; (5) established Federal mandate for state registration and reporting system for sexually violent predators; (6) reorganized the Federal Emergency Management Agency; (7) permitted statistical identification of racial discrimination in capital cases to challenge decisions to seek or impose the death penalty; (8) provided continued funding for the National Center for Prosecution of Child Abuse; (9) required the telecommunications industry to insure continued law enforcement access, based upon court order, to telecommunications systems using advanced technologies; and (10) increased funding to states for prison construction.
