AN OVERVIEW OF EVALUATION PROGRAMS AT THE FEDERAL LEVEL, INCLUDING THOSE ON EDUCATION, ON ALCOHOL AND DRUG ABUSE, AND ON CRIME CONTROL.
Abstract
IT WAS FOUND THAT MORE MONEY IS BEING BUDGETED FOR EVALUATION PROGRAMS IN 1973 THAN IN PRECEEDING YEARS. A SHIFT TOWARD FEWER BUT LARGER EVALUATIONS WAS REPORTED, AS WAS INCREASED EMPHASIS ON EXPERIMENTATION AND PLANNED VARIATION TYPE STUDIES. ALTHOUGH MANY OF THE EVALUATIONS CONDUCTED WERE FOUND TO BE DISAPPOINTING WHEN COMPARED TO THE MONEY AND EFFORT EXPENDED, THERE IS A CONTINUING SUPPORT FOR THESE PROGRAMS WHICH THE AUTHORS CONCLUDE IS DUE TO RECOGNITION THAT EVALUATION INFORMATION IS NEEDED FOR THE DEVELOPMENT AND MANAGEMENT OF SOCIAL PROGRAMS. THE FEDERAL AGENCIES INVOLVED IN THE PROGRAM AREAS CONSIDERED WERE THE DEPARTMENT OF LABOR, THE DEPARTMENT OF HEALTH, EDUCATION AND WELFARE, THE OFFICE OF ECONOMIC OPPORTUNITY, THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND THE DEPARTMENT OF JUSTICE.
