This report provides information on the organization and activities of the Federal prison system in fiscal year 1980.
Abstract
Among the highlights for the year were the accreditation of eight more Federal facilities, the opening of two new institutions in New York State, and a further reduction in prison overcrowding. The number of incarcerated offenders was 24,268 at year's end, down from 24,810 at the close of 1979. The decline is attributed to a diversion of many offenders to State and local courts as the Department of Justice has increasingly focused its attention on public corruption and white-collar crimes and on drug offenders and organized crime. Nearly half (about 9,000) of the offenders discharged during fiscal year 1980 were released through Federal and contract community treatment centers, and at the end of the year, over 2,400 offenders were being cared for in these facilities. To keep offenders constructively employed during incarceration, Federal Prison Industries had 82 industrial operations in 39 locations where inmates could earn up to 85 cents an hour producing goods and services solely for U.S. Government agencies. In the field of health care, 24-hour medical staff coverage was established in 6 more institutions (for a total of 23); the coverage is expected to be complete by 1982. Information is also provided on activities in other areas, such as prisoner transfer, equal opportunity employment, automated inmate information, and education and training.
