A Federal program designed to encourage greater attention to the special problems that women experience with alcohol and other drugs was evaluated with respect to its operation from October 1984 through September 1985, its first year of operation.
Abstract
The program operates through Federal block grants to the 50 States, Washington, D.C., and 6 territorial jurisdictions. The program designates a 5 percent set-aside of funds for women's programs within each State's total funding for alcohol and other drug programs. Data came from a written survey, to which 45 States and 3 other jurisdictions responded, and from site visits to 8 States chosen for their variety of geographical, economic, demographic, and administrative characteristics. Results showed that the program has achieved its goal by promoting a broad range of new programs and services of prevention, education, and treatment. It has made recovery a possibility and a reality for greater numbers of alcoholic and drug-addicted women across the United States and has brought a new sense of hope to these women and their families.
