The subcommittee met to examine the state of the criminal justice system and to hear testimony on behalf of the Justice Assistance Act, H.R. 4481, which passed the House of Representatives by a vote of about 4 to 1.
Abstract
In his opening statement, Hon. Peter W. Rodino, Jr., Chairman of the full Judiciary Committee, noted that H.R. 4481 is designed to help States fight street crime. The program will cost $170 million; $150 million will go to States and communities on a 50-50 matching basis for programs that have proved effective under the Law Enforcement Assistance Administration (LEAA). The designated programs include career criminal prosecutions, treatment alternatives to street crime, community anticrime programs, and 'sting' operations. The remaining $20 million is for discretionary grants with no matching requirement for research, training, and technical assistance and for helping States and cities that face an emergency crime situation. Witnesses representing New Jersey programs testified about their programs funded under LEAA and their support for H.R. 4481. They identified a continuing need for Federal funding.
